The new Government Strategy for cooperation with and development of civil society and its Action Plan for the period 2022 – 2024 has been adopted on 28.12.2021. The key priorities remain the advancement of the legal framework for civil society development, the advancement of the institutional framework for cooperation between the Government of the Republic of North Macedonia, state institutions and CSOs as well as the development of an adequate fiscal framework for CSOs that takes into account the specifics of the CSOs and enables their development and operations, including the adoption of an appropriate state funding model.
The TA Project has been closely involved in the process of the development of the Strategy, initially by providing an insight on the achievements and challenges of implementing the previous Strategy. The assessment has identified areas of improvement and made recommendations on advancing the new Strategy’s monitoring framework through a better definition of indicators as well as the costing of the proposed measures. A workshop organised by the TA Project brought together members of the Council for cooperation between the Government and Civil Society and the Unit for Cooperation with CSOs of the General Secretariat and TA Project experts to discuss the methodology and the structure of the Strategy as well as its alignment with the draft EU Guidelines for support to civil society in Enlargement countries.
